"The System Cannot Find the File Specified" -- Excel 2007 error

When double-clicking an .XLS or .XSLX file from Outlook 2007 to Excel 2007 I
receive the error ""The System Cannot Find the File Specified."

Here are the remedies I've tried which DID NOT work:

1) Cleared the temp documents from: C:\Documents and Settings\USER
NAME\Local Settings\Temporary Internet Files\Content.Outlook\OXSVSTZX\

2) Diagnose & Repair

3) Double-checked file types under My Computer / Tools / Folder Options /
File Types -- all .XLS and .XLSX point to Excel 2007

PLEASE HELP!! I've researched this and MANY people are reporting this issue
without a firm resolution found.

MICROSOFT-- are you listening?

YES-- saving the file to the Desktop-- or any other location outside Outlook
2007-- the file will open correctly in Excel 2002. (regardless if the file is
an .XLS or an .XLSX).

Ideas??

I don't know if it relates to your problem but, I have seen over and over
that you would get same error when you try to open any document that has
none-standard filenames, or file that contain none-western alphabetical
characters.
Example: We use English version of windows, when people sent a documant from
eastern countries their documant name would have contain Ü l ı Č ... etc.
when I try to open them I would get same error.

Solution was and is to rename file in English, then opens fine

Here seems to be the fix I found that worked for me.

This ought to fix the issue:

1. Close the message.
2. Start Excel.
3. Click the Microsoft Office Button, click Options, and then click Advanced.
4. Under the General tab, click to clear the Ignore other applications that
use Dynamic Data Exchange (DDE) option, and then click OK.
5. Exit Excel.
Now you can double-click the attachment to open it in Excel, and you can
save it to your hard disk, and then double-click the file to open it.
