According to your description, I understand that when you try to open an
attachment from Outlook 2003, the operating system hangs.
If this is not correct, please let me know.
Based on my experience, there are many potential causes of this problem.
Please perform the steps below to narrow down the problem.
1. When we open file attachments that are considered safe, Outlook, as an
extra precaution, places these attachments in a subdirectory under your
Temporary Internet Files directory by default. Please manually empty the
contents in the specific Outlook Temp folder firstly. We cannot view that
specific folder due to software restriction policies in Windows System.
However, we can perform the steps below to access it.
(1) Close all programs.
(2) Click Start menu -> Run, type "regedit" (without the quotation marks)
in the Open box, and press Enter.
(3) Locate the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security
(4) Double click the "OutlookSecureTempFolder" value, and then copy the
specific value data similar to C:\Documents and Settings\<username>\Local
Settings\Temporary Internet Files\OLK*\
(5) Open My Computer, paste the value data to the "Address" box, and then
press Enter to locate the Outlook Temp folder.
(6) Empty all the contents in the specific folder.
2. Modify the specific registry key.
WARNING: Using Registry Editor incorrectly can cause serious problems that
may require you to reinstall your operating system. Microsoft cannot
guarantee that problems resulting from the incorrect use of Registry Editor
can be solved. Use Registry Editor at your own risk.
(1) Close all programs.
(2) Click Start menu -> Run, type "regedit" (without the quotation marks)
in the Open box, and press Enter.
(3) Locate the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security
(4) Double click the "OutlookSecureTempFolder" value. Type the location
that want to save the attachment instead of OLK* in the "Value data" box,
and then click OK. Note: Make sure the user has right to create files in
this folder, for example, "C:\Temp".
(5) Restart Outlook.
3. Please test Outlook in the Safe Mode. The Safe Mode will disable all
add-ins or extensions that will not start, or a corrupted resource, file,
registry, or templates.
Click Start-->Run, type "Outlook /Safe" (Quotation marks are not included
and there is a space between Outlook and /safe) and press Enter.
4. Please refer to the following Knowledge Base articles to create a new
profile in Outlook to see whether the issue persists.

5. Please refer to the following Microsoft Knowledge Base article to test

6. Does the issue occur in all or some specific attachments? Does the issue
occur when you open a small size attachment, such as 1-10 kb size? Does
Outlook hang if you save those specific attachments to the local hard disk?
7. What is the type of email account you currently use, POP3/SMTP, HTTP or
Exchange account?
