The margins in Word are printer driver dependent, because the paper
tolerances for each printer are different, e.g. if you have a deskjet your
top margin needs to be bigger than a laser printer because of the way the
paper is drawn up through the rollers.
It may be that your margin is already at the minimum for the printer you are
using.
If you have another type of printer, try changing to that to see if you can
alter the top margin setting.
