Theme.CSS File Regeneration Issue

I'm trying extremely hard to reduce the amount of bandwidth my Web site
consumes. I noticed that I don't need any of the contents in the myTheme.CSS
file, therefore I cleared it out, (didn't delete it). However, it appears
that some entity (probably the frontpage extensions) is regenerating the
file. It is 32K that does not have to be download each time a user clicks
on a new page. Is there any way to reduce the size of the CSS, and not have
it be regenerated?
