Theme not applying

I have a site that I am suddenly having all kinds of problems with. I opened
my exsisting web and added two new pages. I made sure that both pages are
showing up in my Nav Pane. Now the two new pages are basically blank, they
will not pick up the theme I have set for the website. Only the background
is from the theme. So I went into Theme and I modified it by changing a
color just to see if if would update any pages...no go. I saved it as a
different name and applyed. At the bottom of the page I could see the
message "applying theme". But nothing happened to the web pages.

Second problem which may be related. I have lost my Navigation link bar on
the left sides of all of my pages. There is just the message "[Edit the
properties for this link bar to display hyperlinks here]". Nothing I do
seems to bring back my Link Bar. Any ideas?
I am running FP2003 on XP if that helps. I have had this site up and
running for a month without any problems. Now that I tried to add a couple
of new pages it seems that it has fallen apart...I know it's something I've
done, but I can't figure it out.

1. Make sure you always have a web / site open, not just a file/page.

2. Make sure that Theme is set as the site's default and all pages are set to use the site's default
theme.

3. You must open Navigation view and drag all saved page into it and connect.

I opened up the web, not just the page.
When I set up the new theme I selected apply to all pages of web.
All pages are in the Nav Pane, but none of the navigation links show up on
the actual pages.

I'm not sure...how would I check that? Would I check each page individually
or is there a way to check the web as a whole?

Please be patient...Where is the Authoring Tab?? I don't see it.

No...I am an idiot, it is 2002. Sorry...I thought it was upgraded when we
went to XP, but I guess not. Now what?
