themes VS CSS

OK I finally got the forms working on the site I'm doing. Then I tried to
customize the confirmation page. I could not find the actual page to change,
it's in a place called _vti_bin that does not appear in the folder list.
I followed all the directions in the help file, created a new page, assigned
the form to that page. However the page does not keep the theme (it does
show in design view) once it's posted to the web, it returns with a white
background and the site/theme has black background. The first attempt, it
gave me 3 banners, white background and no form results. Second attempt I
got the page elements, like shared borders and banner picture and form
results but the page was still coming up white!!
So I opened the page I made for the Confirm and assigned the theme's css to
it and now it's fixed? why didn't it work using themes? and will have css
assigned to the page mess up anything? should I just use css on all the
pages??

I am curious how it looks on other browsers than IE anyone?
