There are no Office Assistant....

KB 837825: "There are no Office Assistant character files present on the
system" error message when you start an Office 2003 program

I have Install Office 2003 but I also have Access 2000, I believe that the
message that i am receiving whenever I try to open a MS file (error message
when you start an Office 2003 program or Access 2000), can be related with
the operation of the 2 different MS Office.

It is related to having two versions of Office installed. The bug you
are encountering is triggered by hiding the Office Assistant in a 2003
application, starting an Office 2000 app and then showing the
assistant. I'm sure there are other triggers but the underlying
problem is the same, turning on/off the Office Assistant between the
versions.

They do have a hotfix for Office 2000:

To obtain it call 1-800-936-4900 (wait for Hotfix instructions #3) and
tell them you are calling to obtain the hotfix described in KB 840644.

However if you install it the Office Assistant will display each time
you start an Office 2000 application. So if you don't want to see it
then the resolution is to repair the Office installations and leave it
turned off and you will not encounter the bug.
