There should be a way to compress blank space

The space expander is great but when I have expended and added notes then I
want to compact the remaining space so all of the items move up an equal
distance and thus remain together regardless of their place in the OneNote
layering scheme

You can select the text to be moved, and manually drag it upward to remove
the space. You're really miving that blank space to the end of the page,
where OneNote will remove it the next time you scroll up or down.

You can use some of the universal keyboard navigation shortcuts to ensure
that you are selecting all of the text below the empty space:
1) position the cursor on the first line below the empty space.
2) Press "Home"
3) Press "Ctrl-Shift-End"
4) Then use the selection button (the small square with the four-headed
arrow) to move the text upward.
