for 3rd party solutions have a look on this sites:

with Outlook 2000 you can use NetFolders (Freeware) in a small workgroup,
but this is not supported in Outlook 2002/2003:
http://www.slipstick.com/outlook/netfolders.htm

To say what product you should buy is not possible (my meaning) because
different networks have different requirements and all solutions fulfill
different requirements.

The best is to test different solutions.
