Third party symbol library

We are developing a symbol library which we intend to
sell to electric utilities, to help them create "one
line" drawings using various graphics applications,
including Visio 2002.

Questions:
1. Can Visio import third-party symbol libraries?
2. If so, what format should the symbols be in?
3. Any special advice for a developer of symbol libraries
(like us), for easy use with Visio?

Since Visio has a few extra features over symbol libraries, (like connection
points, shape smarts etc) you should create separate Visio stencils rather
than creating a universal symbol library.
