I have an Access Database on a network Share. It connects to an Oracle
Database via ODBC. All is well if an administrator opens the database. If a
"User" attempts to open it, the ODBC fails to connect. The NTFS Permissions
on the folder and file allow users modify access. There is no special
password on the Access Database. They (the users) obtain access to the
Database via Terminal Server. I am at my wits end with this. I can't make
everyone a Domain Administrator..... Anyone have any experience with this
type of situation?

Can they connect to Oracle outside of Access (still on the Terminal Server,
of course)?

Yes they can. The problem is that no one but an administrator has permission
to even use the ODBC connector... And nowhere in Access or the ODBC
Manager is there an option to unlock or lock the little rascal....
