this message converted to plain text

I installed SP2 for Outlook 2003 Now all HTML messages I receive are
converted to plain text and I have to manually right click on it to change it
to HTML

My settings for message format are set not to convert messages to plain text
and to download all graphics.

I want it in HTML all the time.

Any ideas?
