This Operation?

I get this message when I try to click on to a link in my email (this
operation has been conceled due to Restrictions in effect on this computer
pleas contack your system adminstrater) this is a Home Computer and this just
started doing this last week I don't know what happen because it use to work
just fine but now I have to go to the web link by cuting and pasting but this
is not the easy way to doing things
