This setup requires Office XP

I am using Microsoft Office Smaill Business Edition 2003,
and I am trying to install imecht.exe which is Microsoft
Global IME for Office XP (Traditional Chinese) on my
Windows XP machine. I got the following message when I
tried to install: "This setup requires Office XP." What
should I do?

I am trying to load a Chinese IME(Input Method Editor)
for my Windows XP machine with Microsoft Office Small
Business Edition 2003 so that I will be able to type
Chinese on a web page or a office product. If this
imecht.exe is not the one I can load, which IME I should
download?
