Though I have Administrative Permissions, I have no Adm Access!

I cannot open the global template or add a resource (the open is cannot be
accessed, though I can view resources). The error message I receive is, "
You do not have sufficient permissions to add resources to Project Server.
See your administrator." Similar messages ocurr when I try to open the
global template.

This problem ocurred after I worked with Microsoft to fix an access problem.
It was discovered that the system had the wrong template (Team instead of
Project) associated to the database. We created a new virtual server and
tried to repoint to the copied database. After this we were not able to
access the content that resided in the other database. Bottom line, I was
able to get the system "functional", but not supported by Microsoft, as the
wrong template was still applied. I suspect that with all this work,
something got messed up (a technical term)

To date, I have tried the following:

I went into the Groups section to look at the administrator group
permissions, to make sure that I could add resources. All permissions were
assigned.

I then created a new group (Eleanor Test) and assigned it every possible
permission, added myself to this group, and then tried to add a resource. I
had the same issue noted above.

Any idea what else to try?

Is your PWA user account only a member of the Administrators group, or are
you a member of other Groups as well? If you are a member of other Groups,
you might try removing yourself from the other Groups and see if this solves
the problem? Also, what happens if you launch Microsoft Project
Professional and log into Project Server using the default Administrator
account that ships with the software? Does that allow you to open and edit
the Enterprise Resource Pool and the Enterprise Global file? Let us know.

I am not the only member of the administrator group.

When I created a new group and gave it administrative permissions, I removed
myself from every group but this one. This did not seam to work.

I will try logging on as the Project Server administrator account and try
what you recommended.

I signed on with the Project Server Administrator account and still have the
same problem.

Any other ideas?

If so, the problem is not permissions. I would suspect it is a probem with
your database. I will gladly invite others to speculate on the cause of and
solution to this problem.

I searched through other postings to see if any similar problems existed.
You answered a question about not having the permission to open the
Enterprise Global (see message thread below). I was wondering if there is a
check-in function not only for the Global, but the Resource Pool. I tried to
follow the instructions below, but never saw a data grid. Do you think there
is any possibilities in following this track?

Log into PWA with administrator permissions and then click Admin - Manage
enterprise features. Do you see the Enterprise Global file in the data
grid? If so, select it and click the Check-In button. Let us know if this
solves the problem.

The directions are missing a step. Click Admin - Manage enterprise features
and then click the Check in enterprise resources link in the sidepane on the
left. Let us know what you see.

There is nothing in this grid; all resources are checked in. Any other
suggestions? You said it may be the database. Are you saying it may be
corrupted or that there is some sort of permission based issue, such as the
Project Server User account's permissions may have changed?

Given the strange nature of your problems, I would suspect that you may have
database corruption, since we have tested and eliminated all of the other
permission-based sources of the problem. Because I am not a DBA
professionally, I would gladly admit I am "poking in the dark" to solve your
problem. Therefore, I'm not sure I can be much more help to you. I would
like to invite you to repost your original question, stating that you have
ruled out the permissions-based potential sources of the problem, and invite
the techical experts to see if they have suggestions for you on the database
side. Sorry I could be of more help.
