Three levels of protection in one worksheet

I have several excel workbooks with sheets where I need three levels of
security
1. The spreedsheet should be protected unless the user knows the password
for turning protection of.
2. Certain cells should be protected unless the user knows the password for
turning protection of (different users and password than in no. 1)
3. Certain cells should be open for all users that are given access to the
spreedsheet.

I can not use network security since this spreedsheets should be distributed
outside our company by e-mail. Level 1 is administrated by me, level 2 by
appr. 40 collegues in separate spreedseets, and then level three is done
externally by e-mail distribution before the spreedsheet is returned to us
for consolidation.

I know how to implement level 1 and 3, but I have not found any solution for
level 2.
Does anyone know how I implement this i excel 2002?

You can lock/unlock cells via Format|Cells|protection tab

And in xl2002+, you can allow users who know a password to change locked cells.

Tools|protection|Allow users to edit ranges.

And you won't have to share the worksheet protection password--just the range
passwords.

But be aware that worksheet protection is very simple to break.
