Tilde and other language characters

We have a couple of people that send us Excel spreadsheets with foreign
characters in them such as a name with a tilde... When we open it, it
only shows a question mark instead of a tilde... This is coming from
people using excel 2004 for mac in France, China, London, etc....

Is there something I can add that will show these characters
automatically? or do I have to change each one individually???
