If the time is based off the server time, then why would
there be a 7 hr difference if the server's time is the
same as mine?

Are you sure the server is located in the same time zone as you are? Note:
Not all servers are located where the hosting company is located.

If it's 7 hours, and you're in the US Mountain Time Zone (per your time
stamp: Date: Thu, 24 Jul 2003 16:31:30 -0700), then it sounds like the
server's clock is set to GMT.

If you didn't send your most recent message at about 4:30 pm, MDT, then
your clock is set wrong.
