Time display in date fields

Good day,

I have got date fields in my custom Outlook form. If users set the system
time to the default 12-hour time plus AM/PM format then they can see correct
times in the fields. However for users who set the system time to 24-hour
format the fields always show 12-hour time without AM or PM. This causes
confusion.

Is it possible to force the times to 24-hour format, or to 12-hour format
with AM/PM? Can this be done somehow using a Formula?
