Is there a way to divide a cell that is formatted as time
by an interger? Example 5:37:26 / 246...

Shawn,

Yes,time is held in Excel as a fraction of 1 day, so if A1 has a time value
=A1/246

If you want the answer as time, format the resultant cell as time.

If you want it as hours
=A1/246*24
or as minutes
=A1/246*24*60
or as seconds
=A1/246*24*60*60

For the latter 3, set the format to General.

=246/(A1*24)

format as general returns 43.74197 so if you want an integer

=ROUND(246/(A1*24),0)

or

=INT(246/(A1*24))

or

=CEILING(246/(A1*24),1)

first round to nearest, second rounds down and third rounds up
