time off by an hour in outlook xp

I am having the time issue described in microsoft knowledgebase article
Q311774. Basically outlook xp and windows xp can't handle daylight savings.
When an e-mail is sent out it has the wrong time by at least an hour. We've
tried everything but to no avail.

The timezones are correct in outlook and win xp and server
We shut of the time services and manually set all the clocks-failed
We upgraded all the windows to service pack 1 and all the offices to service
pack 3-failed
the article said it should be corrected in office sp2 but they are all up to
3 and still not working
we tested the outlook remote webaccess and everything was sent out correctly
which is leading us to believe it's a local windows issue and not outlook

any suggestions?

All pc's are dell dimension 4600 or better, win xp pro sp1, office xp sp3
server is dell poweredge 2600 with a 3 raid drive config, win sbs 2003,
exchange 2003 standard included with the sbs.

Unfortunately we are not the only ones. There are at least 4-5 other posts
here with the same issue and I have found this on several other support
sites as well. Does anyone have a clue as to why Microsoft is ignoring
this. Also why did three months of posts just dissapear from this board. I
really think this is an xp issue and not outlook. I have scanned several
posts regarding this issue and the configurations are all different except
they are all using win xp. Some use exchange 5.5 others 2003. Some use
outlook 2000 others xp or 2003. And they are all getting this issue. The
only similarity was Windows XP on the client pc's. Just a little heads up
to any MS techs reading this.

In Tools | Options | Calendar Options | Time Zone is
"Adjust for daylight savings time" checked or unchecked?
Have you tried the opposite setting?

a side note that may apply..

we are now in standard time, so if you erroneously set your clocks during
savings time, then checked the box in question, your clocks woud then be
wrong. un-check the box, set your clocks, THEN, check the box and when our
government's little experiment to mess with ppls minds rolls around again in
the fall, your computers will adjust themselves.
