Time stamp for Inbox off around 30 minutes

This is for Outlook 2003. This is definitely not an internal clock or
daylight savings issue, as I have checked all of these settings numerous
times. The time stamp for messages received is always off around 30 minutes
(i.e. If I really receive an email at 11:00, Outllok's time stamp has it at
10:30). THe wierd thing is that if I reply to the email, the header within
the email reads the correct time it was sent. Does anyone know how to fix
this?

I'm not sure, but I've contacted my network administrators. Is there any way
I can tell by myself. Also, how would that describe the discrepencies
between the time stamp and the time on the header?
