Time submitted but not recorded

We are having an issue with several employees entering their time for tasks,
submitting by clicking on "update" but for some reason the time never gets
"submitted" no matter how many times they try to resend.

To my chagrin we are still on PS 2002 without SP1

To verify that this is the case have the current PM for the project
republish the assignments in question. On the republish dialog is a check
box for "become manager for these assignments". Check that box. Then have
the resource try to Update again.

Then beat your IT staff with a shovel until they agree to apply SP1.
