Time Zone Change Problems

I a previous post I was given directions for a time zone adjustment tool.

I have tried to install the tool mentioned in the thread, however it keeps
exiting with the message that a previous version is installed. I have
searched, but can not fint any evidence of a previous version. Is there a
list of files or registry entries to look for?
