Time Zones on Recurring Meetings

We are using Outlook 2003 with Exchange and have a question regarding
recurring meetings sent from someone in a different time zone. When a user
receives a recurring invite from a user in a different time zone, the "when"
is in the meeting organizers time zone and not the attendees. Is this
expected behaviour? If so, is there an option to change this?
