timeout/no answer sending faxes

I am Using windows xp & outlook xp
Is ther any way to delay the time the fax takes before it
says no answer
sometimes a answering machine will answer and before the
fax kicks in it already says no answer

Not sure I understand your question. If an answering machine is answering
and not a fax machine, there are no fax tones. What do you think the Fax
software should say?

lets say a combined answer machine fax that automatically
senses a fax tone but only after the message has played.
I hear the phone ringing then answering and then the beep
at that stage the 'fax answer tone' on the other side
kicks in but by then windows decides it has been trying to
send without an answer for to long and says"no answer"

Aha. Rather important detail you left out.
No way I know of, and I doubt that is the problem. The time the fax service
waits for fax tones is sufficiently long that this problem has never been
reported. On the other hand, the "there is no answer" error is reported
frequently for many modems with which the fax service is not compatible.

You can change the modem setting "Cancel the call if not answered within x
seconds". Default is 60 seconds. To change the settings, go to Control
Panel->Phone and Modem options->Modems
Select the modem
Click on Properties of the modem
Go to Advanced Tab
Click on "Change Default Settings"
Here you will find the "Cancel the call" option.
