TimeSheet - An administrative Project?

Hi,
I'm trying to deploy TimeSheets as a separate administrative project and
everything goes well except for that my custom enterprise fields such as
'Activit Description' appear disabled/uneditable. Same Custome fields appear
as editable in other projects I'm working on. I've tried this in a couple of
administrative projects and encountered the same problem.
Is this because administrative projects don't allow custom fields?
If not, how can I insert editable custom fields to the administrative project?

Did you add the custom fields to the list of Published fields in the
administrative project using Tools - Customize - Published Fields? If not,
you must do this for every project in the system. Let us know.

Well I've those fields added to the list of published fields and to the time
sheet view of PWA as well. But the results remain the same.
There are around 150 Tasks in the administrative project Time Sheet, and
around 100 resources in the organization. I've all the resources in the
enterprise resource pool and from there I've added all the enterprise
resources to the project team for Time Sheet project. But I haven't assigned
any resource to any of the 150 Tasks. Instead what i plan to do is, in order
to cater for the non-billable activity tracking we have the time sheet
project. Since a resource may be working on any of the 150 general category
tasks (which include leaves/off times etc) apart from the tasks assigned by
their PMs in any projects other than Time Sheet project. So for the Time
Sheet project, a resource may use 'assign myself to an existing task' feature
and select and assign himself any of the Time Sheet project tasks.
But if a resource assigns himself any of those tasks, he/she is unable to
use the editable fields. But if i go to the MS Project 2003 and assign a task
to a particular resource, he/she can use the editable fields.
The overhead is that in the latter case, i'll have to assign 100 resources
to each of 150 tasks and the resource would see all the tasks in their time
sheet view no matter they work on it or not.
The explanation has gone too long but i hope the situation is clear now.

After the resource assigns him/herself to the task, simply republish the
assignments for that project using Collaborate - Publish - Republish
Assignments. Hope this helps.
