Keep in mind that you can republish individual tasks and
change ownership from within project pro. You could have
your PMO publish the plans and then allow team leaders to
republish the assignments they will oversee. But, you
will not be able to isolate the team leaders from
accessing the project plan. They will need access to the
client in order to republish and they will also need
access in order to update actuals in the project plan.

This sounds like a corporate policy issue, which would be
easier to enforce through internal controls than through
MS Project.

How can I designated another project manager to approve
timesheet without having the project manager to publish
the project. The goal is to control the publishing of
project from the Project Management Office but let the
leaders manage time sheet approval. Two people with two
different functions, one controls quality of project and
publications an so on... the other runs the project....
