Timesheet dependancy on Tasks

when we dont import timesheet in task center. it updates the task
actual hours as specified by the user. what if i want to add a
limitation to user that only update tasks by importing timesheets....

There is a flag setting in PWA Server Settings, I think under the Task
Update link (or timesheet link). The option is "Time entry by Timesheet
only. Users will sync to update tasks".
