Timesheet entry Security

I'm trying to figure out what default "Team Member" rights are required to
update timesheets. I'm testing a user logon and cannot enter hours. Side
note.... is it possible to update task hours and bypass the manager approval
process?

It has nothing to do with user rights. It has to do with your
organization's method of tracking, which is set by default in Project Server
to % Work Complete. Refer to the following FAQ's about tracking:
