Timesheet Filling for Team Members

Hi All,

We are using the Enterprise Project Management 2003. Currently in case a
particular resource is not available to enter their timesheet we are giving
the Project Managers the rights to fill timesheet on behalf of the resource
by giving the Project Server Authentication.

My question is:
Lets say we have a hierarcy like Project Manager ->Technical Lead ->
Software Engineers and we need to give the project manager the rights to fill
time for his entire team is it possible to give the PM the authority to
change the authentication to only his team members to fill the timesheet.
Eg., lets say a PM has 30 resources under him, he must be in a position to
change the authentication for all the 30 team members, fill the timesheet and
change back the authentication to windows.

Please do let me know if it is possible and what are the steps to be taken
for this
