Timesheet Manager Approval View

I have timesheet managers that cannot drill down to the task shown in the
timesheet for their users. The manager does not own the project plan, but I
have security template set to be able to see resource and project information
for RBS resources. What else do I need to be doing so that these Timesheet
Managers can drill down to task level information?
