Timesheet not showing up for approval

I'm using MS Project Web Access 2003 and sometimes a user's timesheet has
been submitted for the previous week but doesn't show up as pending approval.

Noone else has approved the timesheet and the actuals are showing in blue in
Adjust Actuals.

Any ideas as to why this might happen?
