Timesheet Questions

I am running into a problem. I have a project posted to project server.
When I try to fill out timesheet for a task, it only lets me change the
percent complete. However, there has been many times when the actual work is
less than the estimate and I would like to basically enter the actual amount
of time worked and then be able to change the percent complete to 100% so
that the cost is calculated correctly. (I would also like to use this data
somehow to make better estimates in the future).

I changed the settings in the admin to allow entering of actual work and
work remaining, but I still can't edit those fields.

Can someone tell me what I am doing wrong or what is best way to handle this?

Refer to the following FAQ for the steps needed to completely change the
default method of tracking in Project Server:

In the above referenced FAQ, please note that the project managers must
republish the assignments in each project. Also, pay attention to the Note
at the bottom of the page, regarding the method of tracking for in-progress
tasks. Hope this helps.
