Timesheet View Tasks are Grayed-out

I cannot cause the Timesheet view to accept actual work
when the time entry grid on the right side is exposed. The
actual work fields are "grayed-out".

In the Administrative tab, the settings are as follows:
- Hours of work done per day or per week
- Resources should report their hours worked every day
- Timesheets span is weekly

On the left side of the view, Actual Work and Remaining
Work are displayed in white and will accept an entry,
however I want to enter actuals per day on the right side.
What have I not set correctly?

I had also tried this, but they remain "grayed out" and
uneditable. In my test the tasks were past due and I
thought that might contribute to the problem, so I added a
new task in the current time frame but it also is
uneditable.
