Timesheet - Work , Actual Work and % Complete

I am using 2003 version. In one of the tasks in a project, work, actual work
and actual work protected in 1hr and is assigned to one resource , but %
complete is displaying 20% and not 100%. But when I look into the same task
in PWA its displaying 100%.

Sounds strange. Can anyone guide me please.
