timezone problems with 2002

It's well documented in this group that Outlook 2002 has lots of design
flaws related to timezones. All day appts, holidays and birthdays should
never care about timezones, but yet Outlook will change them to span 2 days
when I change the timezone. And there's no way to enter an appt. as
"timezone independent".

Just curious if an upgrade to 2003 would solve my problems?
