tips on organising notes

I am afraid my onenote is going to get out of control. It is better to have
sections with lots of tabs ?

Ideally I want to keep a journal through the year of events and records so
if I have to account for anything I can do so - any one any tips on using
onenote in this situation ?

I originally tried having sections on the root of the ON folder and
didn't use folders, but I found frustrating after a while. The list of
individual pages inside each section became too long to see at a glance.
This happened when classes were two semesters long instead of one. I
found it easier to create a "fall" and "spring" section inside each
folder.

I am at the stage where the root is a mess and I need to start folders. I
record data on discipline issues and I want a page per incident and have the
whole thing searchable.

Is it possible to use it as a journal where all the records are listed in
date order ?
