Is there a way to "link" or otherwise correlate a to-do list with a specific
task?

No. I believe a better approach would be to create a Word file containing
the to-do list items, to upload the Word file to the Documents library for
the relevant project, and then to link the document with the necessary tasks
in the project. Hope this helps.
