To whom do you whish to delegate this task?

Hi,
When a resource want to delegate one of its tasks, a pick list asks : "To
whom do you whish to delegate this task?" and lists several resources.
On what criteria is found this choice ? We could think it's based on the RBS
position of the resource. But obviously it is not !
