ToC causes disappearing Section Break

I use Section Break (Hard Page) to create this:

Section 1: Title Page [no page numbering]
Section 2: Table of Contents [page numbering i, ii, etc.]
Section 3: Report Body [page numbering 1, 2, etc.]

The page numbering in the footers are not linked (Same as Previous)

When I generate a ToC, the Section Break disappears and the pages are
numbered sequentially with ToC getting 1 (ToC is 3 pages long) and the report
body gets 4.

Using Word 2003 on standalone XP PC. Any idea on how to fix this?

Things I have checked:
I have used Reveal Codes to verify the SB (Hard Page) is at the end of Sec 2.
When I move btwn pages, the status bar shows it that there is Sec 1, 2, 3
created.
Before I generate the ToC, Sec 2 has i page numbering and Sec 3 has 1 page
numbering.

I've used SB to easily set up my page numbering like this many times before,
not sure what's the problem this time.

Any suggestions much appreciated.

TOCs have an unfortunate habit of being voracious: they are prone to gobble
up whatever follows them. Rarely do we advise using empty paragraphs in a
Word document, but this is one of the places where (at least) one is needed.
Before inserting a TOC, make sure you have, say, at least three empty
paragraphs between your section breaks, and insert the TOC in the first one.
If you later find there is an excess, you can delete one, but I think you'll
find that the TOC absorbs at least one.

I spent over an hour going over every element, trying different things and
many of the same ones over and over again (definition of insanity I know but
this particular doc seems to have quirk I've never seen before...LOL!)

I tried it with 3 pbs a couple of times and it kept happening but I did
notice the ToC was absorbing them as you mentioned. So I tried it with 6 pbs
cuz I had nothing to lose (LOL!) and it worked. Yippeee!!

that I posted my question after trying for over an hour on my own. When I
tried your suggestion, it worked right away.

You may want to display the paragraph marks (click the ¶ button on the
Standard toolbar) as well as the TOC field code (use Alt+F9 to show/hide
field codes); that will make it easier to keep track of things.

I can attest, though, that this is a very puzzling issue. I really don't
understand why Word displays a paragraph break as outside the field when
field codes are not displayed and inside when they are displayed (or maybe
it's the other way around--I forget). I realize that the field itself has to
be in a paragraph, but not having an empty paragraph after it just seems to
cause all sorts of grief, especially with styles.

It's the other way around--there is an extra paragraph mark when the TOC
field result is showing. For example:

{ TOC }¶
text after TOC¶
My first heading¶

as opposed to:

My first heading..........................1¶
¶
text after TOC¶
My first heading¶

Since the TOC field creates text paragraphs (the TOC entries), the behavior
is not really that strange, but I agree that it sometimes feels confusing.
