TOC page numbers to include chapters

Word 2003 SP2, Windows XP.

I have a user who wants her TOC to include the chapter numbers. She has her
page numbers set up as 1-1, 1-2, 1-3, etc. The 1 represents the chapter
number and the second number is of course the actual page number.

Is there any way to accomplish this?

In addition to formatting the page numbers, the document needs to be set up
using word's outline/multilevel list autonumbering for at least chapter 1
(designated as Heading 1).
