TOC with numbered and un-numbered heading levels 1 - 4

I am creating a document that will have unnumbered
heading levels in one section and numbered heading levels
in subsequent sections. I have figured out how to do this
by creating a new style based heading levels 1-4 with the
numbering disabled.

The headings appear in the document as:

Heading Level 1
Heading Level 2
Heading Level 3


1 Numbered Heading level 1
1.1 Heading level 2
1.1.1 Heading Level 3

In the TOC the headings appear as:

Heading Level 1............................. 1
Heading Level 2............................. 1
Heading Level 3............................. 2
1 Numbered Heading level 1
1.1 Heading level 2
1.1.1 Heading Level 3

I would like the TOC to preserve the look that is
indicated by the style sheet. Are there any solutions to
this or will I have to do things programmatically?
