Too Many Cell Formats

While saving a excel workbook from 2007 format to 2003 format if the total
number of cell format exceeds 4000 all the cell formatting are lost.
(Noramally if excel 2003 does not support more than 4000 cell formats ideally
it should retain first 400 format and should not remove all the formats from
the workbook)

Is this a application bug in 2007?
