too many formats error message

I have several spreadsheets that are quite large.
Recently, I have gotten the "too many cell formats" error
message. Does this format limit apply to a particular
worksheet, or the workbook as a whole?

Also, how do I correct it? Once I get the message, I am
unable to remove any formatting.
