Tool Bar Appears that Shouldn't

I use Access2002XP Pro Developers Edition. The
application in question is a split database.

I have created a packaged runtime application with custom
tool bars. Everything works fine....; except, that if I
have the "Custom Form View" tool bar appearing/turned on
in my design pre-packaged version, it will appear in the
installed runtime version as well....; until I go into the
design version and turn it off. Then it no longer appears
in the runtime version.

Also, when I give out the packaged runtime version to a
beta tester that already has Access on their network (not
their computer where my runtime application is installed),
the same thing happens. This is a problem in that it
takes up some of the form view.

All of the icons are "grayed" out except the "Design View"
option. When you go into design view you can't do
anything or see much; so security isn't the issue. I just
want to be able to suppress the, "Custom Form View" tool
bar setting in my application that is being affected by
the setting in their Access program.

Finally, the installation of my application on a single
computer affected their ability to open their own Access
program on the network. Why would it do that? Could this
be because of what ever is causing the tool bar problem?
