tool bar functions/language

i am attempting to set use excel in rural thailand.
despite managing to change the language to english for
the keyboard, word etc. i can not switch the tool bars or
associated info. (when going to print etc.).

also, none of the more obvious excel functions such as
copy/paste, insert etc. seem to work.

this is a brand new computer with windows xp. how might i
resolve thes problems without resorting to costly
transport, interpretation etc.!
