Tool for commenting pdf-documents

I am looking for a tool to review and comment pdf-documents - like large
technical specifications.

I would like to be able to write e.g. deviations on the relevant page of the
pdf-document - but to have my deviations in a format so that I can later
generate a report of all deviations of a certain kind, on a subject, sorted
by responsible person etc. I.e. I dont want "just" to write on the page, but
to have my text in some kind of database but with links to the relevant pages.

If it grapfically could show the pdf-page along with the comments it would
also be good.

Does anybody know of such a tool?

Alternatively I could start program something - here my first issue would be
to get all my pdf-pages into Access in some way. Anybody have any ideas on
that? It has to be an automated proces based on e.g. giving a file name, and
then have all the pages extracted as single pages into Access in some format
- or linked as single pictures.

I wouldn't store the actual pdf in the database, but you can store a link or
just a text string to some network directory.

I don't know how to draw on a pdf, nor have those markings automatically
correlate to data in a table.

I guess you are right about the link to the pdf.

The trick is then to extract all pages as individual files automatically. If
I could page through these pages I could make comments and have them
reference the record with the link to that particular page.

But are there any other inputs on this?
