Toolbar adjustments not sticking in Outlook 2003

Until recently my toolbars were set up as I wanted them to be.
Approximately 2 weeks ago a Mobile Phone Tools toolbar got added and my
customized toolbars were set back to default. I have since changed the
toolbars back to the way I like them and removed the unwanted
toolbar...Unfortunately the settings do not save and return to the unwanted
setup every time I start Outlook 2003.
