Toolbar button adding problems

I am having problems adding the (Change Text Direction) button on the Visio
2003 Pro Sp2. I can add other buttons just not the Change Text Direction
button

This command is only visible when you have Asian options turned on. Go to
Tools > Options > Regional tab and set Asian text to Show.
